unable to find profiles

I am living in France and for a few weeks/monts each time I buy a new blu-ray ( mainly 4K) the profile doesnt exist. Before that it never happened.
Is it sign of a slowly death ?

It would seem so, yes... The part of DVD Profiler's userbase that is actively submitting profiles seems to be shrinking at an alarming rate, and this is especially notable if you're in a "smaller" locality. The fact that sales of physical media aren't exactly soaring isn't helping matters, as is the complete lack of any sort of input or updates from Invelos. So it's not looking great, indeed. If you don't feel like building profiles from scratch, you can look for new titles in "bigger" localities (i.e. those with more active users), and then make the necessary changes to match the French disc.
